Steve Martin, un reporter américain, décide d'enquêter sur l’affaire. Au même moment, les insulaires de la petite île Odo redoutent la colère de Godzilla, un monstre marin vénéré depuis des temps immémoriaux. Leur village est complètement détruit. Le professeur Yamane découvre des traces de radioactivité dans le sol et en conclut que le monstre a été irradié par l'arme atomique...
